A device should enter demo mode if the --enable-demo-mode flag is set and one of the following happens:

1. User presses Ctrl+Alt+D at start of OOBE ( issue 827376 )
2. User taps the screen 10 times (needs UX clarity)
3. Device is "derelict" -- powered on at OOBE with no user interaction for a length of time. This currently triggers the old demo mode, but with the flag should trigger offline enrollment into the new Demo Mode.
