Regression: Vertical scroll bar hides after resizing "Select profiling type" window towards right

Chrome Version : 68.0.3440.0 (Official Build) Revision 05533d197c5763ecde7fa3dd551fd5ff214cec5e-refs/branch-heads/3440@{#1} (32/64-bit)
OS: Win (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.13.5) & Linux (14.04 LTS).

Steps to reproduce:
1. Launch chrome, open DevTools window and select "Memory" section.
2. Now try to resize the "Select profiling type" window towards right and observe.

Actual Result: Vertical scroll bar hides after resizing "Select profiling type" window towards right.

Expected Result: Vertical scroll bar should not hide after resizing "Select profiling type" window towards right.

This is Regression issue broken in 'M-67’ and providing the bisect info below:

Good Build: 67.0.3379.0 (Revision: 545320)
Bad Build:  67.0.3382.0 (Revision: 546346)
