Copy to clipboard function broken on 67

Device model: Pixel 2015, Pixelbook

Steps To Reproduce:
(1) Open a new Doc
(2) Use the Grab screenshot function (ctrl+shift+F5)
(3) Click Copy to clipboard
(4) Right click and paste in the Doc
(5) Repeat with second image grab

Expected Result:
New image is pasted

Actual Result:
Old image gets stuck and pastes instead of the new one

How frequently does this problem reproduce? Always

Issue is not reproduced on 66.

I can not reproduce this issue on dev. 68.

This looks like a dup of  https://crbug.com/840105 , which was fixed on M67
