Tooltip appears chopped on resizing devtools window.

Chrome Version: 67.0.3396.40 (Official Build) 4d4e946fc6b643fe97197ead24e3a6f414385ad3-refs/branch-heads/3396@{#527} (32/64 bit)

OS:  Win(7,8,8.1,10) , Mac(10.12.6 , 10.13.1 , 10.13.5) and Linux(14.04 LTS) OS

Steps to reproduce:
1. Launch chrome and open devtools on NTP.
2. Go to audit section and Run audit.
3. Now drag window to RHS and mouse hover on contents under 'performance' tab.
4. Observe tooltip.

Actual Result: Tooltip appears chopped on resizing devtools window.
Expected Result: Tooltip should not be seen chopped on resizing devtools window.
 
This is a Non-regression issue seen from 'M68' series i.e 68.0.3440.0

Note: overlapping of text is seen in many areas of audit section after resizing devtools window.

I would like to add that on OSX 10.11.6 chrome 67.0.3396.87 
I dont see any tools tips in the audit section.
