Steps to reproduce:
1. Launch chrome ,open devtools on NTP and go to 'Audit' section.
2. Now drag devtools window to RHS and observe 'Throttling' text in 'Audit' section

Actual Result: Overlapping of 'Throttling' text with radio button is seen in 'Audit' section of devtools
Expected Result: Text should not overlap with radio button in 'Audit' section of devtools

This is a regression issue broken in ‘M-68’ and will soon update other bisect info.
Good build: 68.0.3439.0 (Revision: 561389).
Bad build: 68.0.3440.0  (Revision: 561733).

You are probably looking for a change made after 561411 (known good), but no later than 561412 (first known bad).
