Payment Request API on Chrome mandates providing billing address along with credit card numbers, owner name, expiration date and CVC code. But billing address is not necessary to validate a payment and there are merchants who doesn't want to handle such information.
In order to avoid taking unnecessary risks to handle sensitive personal information, providing an option not to receive the billing address would be valuable.
