Able to save XML pages on view-source from HTTPS URLs, seems this may be an issue with CSP on non-secure XML pages.

Also, when I try to exit chrome after doing the steps, it tells me "Download in progress".

Hmm, interesting. Are you connected to the internet ?
That seems to be a different manifestation of the same issue.

Try it on an HTTPS url xml, e.g. view-source:https://www.w3schools.com/xml/tempconvert.asmx?WSDL

As per comment #5 we have tested this issue by using given URL and also we are unable to reproduce the issue on reported chrome version 66.0.3359.181 and latest stable 67.0.3396.62 using ubuntu 17.10. Attaching screencast for reference.

Steps
-----------
1.Launched Chrome and navigated URL "" ""https://www.w3schools.com/xml/tempconvert.asmx?WSDL"""" and ""view-source:https://www.w3schools.com/xml/tempconvert.asmx?WSDL"".
2. Created shortcut as screencast and Navigated to more tools> Create shortcut.
We are able to see the save dialog.

@Reporter: Could please check the screencast and let us know if we miss anything.

Thanks.!

Able to reproduce the issue on reported chrome version 66.0.3359.181 & latest stable 67.0.3396.62 and on latest chrome 69.0.3445.2 using ubuntu 14.04,Windows 10 and Mac 10.13.1.

Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.
