[Findit] Flake Analyzer - Report events to BigQuery based on commit-position pipelines

Issue description

REGRESSION_IDENTIFIED is obsolete, as this is to track analyses that bailed out of try-job analysis to identify culprits. Try jobs are always triggered as long as any stable -> flaky point is identified, so bailing out is no longer an expected behavior

Also track auto revert for newly added flaky tests

[Findit] Flake Analyzer - Updating events reporting to reflect commit position based results and auto revert

1. Remove confidence score for suspected build - new pipelines always attempt to identify a culprit
   as long as any regression range is available.
2. Add support for reporting auto revert events for flaky tests.

Yes, it started to report again https://bigquery.cloud.google.com/results/findit-for-me:US.bquijob_25686135_163dc785c5e from 2018-06-02 01:19:57.000 UTC.

And the last report before that is 2018-04-06 17:11:49.000 UTC
Almost 2-month breakage.
