Screen reader does not announce the UI in focus after closing downloads bar |

Issue descriptionVersion 68.0.3439.0 (Official Build) canary (64-bit) Version 68.0.3438.3 (Official Build) dev (64-bit) JAWS Version 2018.1805.33 ILM NVDA version 2018.1.1 Windows version 1709 (OS Build 16299.431) Steps: 1. Launch either JAWS or NvDA 2. Launch any of above versions of chrome 3. Navigate to https://www.google.com/chrome 4. Click download, then accept 5. Press Shift + F6 to switch to download bar per verbalized prompt 6. Navigate to and activate close button Expected: the screen reader should announce the next UI in focus, such as the content in the website Actual: the screen reader is silent. notes: Reproduces in Canary and dev Reproduces with JAWS and NVDA
