MacViewsBrowser: Remove carriage return animation for keyword searches in Omnibox

Issue description

Chrome Version: 68.0.3439.0
OS: 10.13.4

What steps will reproduce the problem?
(1) --enable-features=SecondaryUiMd,ViewsBrowserWindows
(2) Go to a website that installs a keyword search provider, like https://cs.chromium.org
(3) Type "cs<tab>" and observe an animation in the Omnibox drop down that animates from the right to the left

What is the expected result?
No animation.

What happens instead?
A distracting typewriter carriage-return-like animation.

the animation is present on Windows 10 canary 69.0.3444.0 as well

Note that this animation has been present on all Views platforms for many years. bklmn@ has expressed interest in looking at alternative animations for this case. I'd prefer that than to simply remove it.
