Issue descriptionChrome Version: 68.0.3439.0 OS: 10.13.4 What steps will reproduce the problem? (1) --enable-features=SecondaryUiMd,ViewsBrowserWindows (2) Go to a website that installs a keyword search provider, like https://cs.chromium.org (3) Type "cs<tab>" and observe an animation in the Omnibox drop down that animates from the right to the left What is the expected result? No animation. What happens instead? A distracting typewriter carriage-return-like animation. See attached video. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

the animation is present on Windows 10 canary 69.0.3444.0 as well

Note that this animation has been present on all Views platforms for many years. bklmn@ has expressed interest in looking at alternative animations for this case. I'd prefer that than to simply remove it.
