Issue description

mean_pixels_checkerboarded regressed on Nexus 5 in this range. The graph is pretty noisy though. Going to kick off a bisect.

It's a bit confusing because there were two regressions:  bug 845605  (now fixed) and then this one.

The bisect in #2 actually found a 3.8% regression from this patch.
