A11Y: double chars or lines are not announce by NVDA in docs

Issue description

Chrome: 68.0.3439.0 (Official Build) canary (64-bit) (cohort: Clang-64)
Firefox: 60
NVDA: 2018.1.1
JAWS: 2018

Steps to repro:
# Create a blank doc in Google Docs with the following text:
This is the first line
Hello how are you
Hello how are you
This is the last line
# With NVDA on, navigate the doc with down arrow
# Notice that the third line is not spoken
# Navigate the second line with right arrow
# Notice that the second 'l' in 'hello' is not spoken

Expected: All lines and chars should be spoken

Actual: Repeated lines and chars are not announced

Works as expected with JAWS+Firefox, JAWS+Chrome, and NVDA+Firefox
Works as expected with ChromeVox on ChromeOS

 
I am not seeing this work with JAWS and Chrome.
NVAccess has been informed and is investigating.
