Toggle button in Google Flights not working

Issue description

Setting aria-pressed=true should give it the checked state, but it's not.

In Google Flights, set a destination and click "Search", then click on "Bags" to find a toggle button with this issue.

ChromeVox on ChromeOS:
Works as expected: ChromeVox correctly reads the state of the toggle button.

Chrome with NVDA:
Works mostly as expected. There is a modal with a toggle button which correctly shows checked and not checked
However, when toggling, focus is lost from the button.

Firefox with NVDA
Works mostly as expected: Announces correct toggle state and does not lose focus
However, the toggle button is not in the tab order

Chrome with JAWS
Toggle button or it's text does not appear in the virtual buffer at all
If I tab to the button, only the text is read. Attempting to toggle the button activates the close button

Firefox with JAWS:
Toggle button or it's text does not appear in the virtual buffer at all
The button is not in the tab order, thus JAWS can never see it
