Extensions are not getting upgraded automatically in chromebook

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.56 Safari/537.36
Platform: 10452.96.0 (Official Build) stable-channel terra

Steps to reproduce the problem:
1. On chromebook install an APP or Extension for which you should be the owner
2. Verify the version of the same on chrome://extensions
3. Upgrade the same on chrome webstore by updating the APP/Extension version in manifest file
4. Wait for few hours and verify the current version of APP/Extension in chromebook

Note: The version is still same as old one, it's not upgraded to the latest one. Here I am talking only about chromebook.

What is the expected behavior?
I assumed based on google search that Extension and APP should get upgraded automatically in 5 hours

What went wrong?
Chrome Extension was not upgraded automatically in chromebook. I have monitored for 15 hours and it was not upgraded.

I have referred a developers doc which says that APP are going to be removed from all the OS except ChromeOS. So I believe auto upgrade for APP in Chromebook should work as expected. Same doc says that it should be updated in every few hours. But I have observed it was not upgraded in 15 hours. referred doc: https://developer.chrome.com/apps/autoupdate
