VR: Scrolling non-scrollable element locks focus.

1. Open overflow menu (should be short enough at the moment that it isn't scrollable)
2. Slide finger on touchpad to start scroll (note that it doesn't actually scroll)

Expected: Hover still works and changes targets as nothing is scrolling.
Actual: Hover is locked to the menu element you tried to scroll on.
