MacViewsBrowser: Context menus should be native, not toolkit-views |

Issue descriptionChrome Version: 68.0.3439.0 OS: 10.13.4 Currently context menus use toolkit-views menus in MacViewsBrowser. This feels a bit out-of-place to me, and I think it'd be better to use NSMenus for context menus. The app/hotdog menu and bookmark menus IMO don't have this issue because they're heavily customized and provide extra functionality (e.g. drag & drop).

We talked this through and I think we're not going to do this, at least in this form. Instead we're going to explore tweaking the look of context menus to fit better with how they are used.
