Dropdowns cannot be selected within iframe

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Visit http://creativeandcode.com/donate
2. Try to click on the month/year <select> options in credit card payment information
3. Nothing pops up

What is the expected behavior?
You should be able to see the dropdown options.

What went wrong?
Users of our application are reporting this UI issue in the most recent version of Chrome on Windows 7. Our form is implemented via an embedded iframe and uses JavaScript postMessage for dynamic resizing. When inspecting with DevTools, the iframe is resized properly, but it appears the document is not properly drawn. It appears cut off about halfway down the frame and remains constant during frame resizes.

The same frame is embedded on these 2 pages, but the one with the matching domain as the frame does not have the issue:

In the attached screenshot, you can see the iframe and where the document is getting cut off.

Happens only when "Strict site isolation" is enabled in chrome://flags
Fixed in 68.0.3423.0 by af20a60ef63b8a650700c321e763bd1bfd4557af
"Allow select popups to check viewport position within OOPIFs"

This is a duplicate of  bug 837639 .
The fix was also merged to Chrome 67 (stable in 5 days).

I confirmed that "Strict site isolation" is disabled and this issue is still present.

Strict site isolation is enabled for random users *internally* even if that flag is default or disabled.
To ensure the isolation is really disabled you can opt out via chrome://flags/#site-isolation-trial-opt-out
