Removing myself from cc-list: The "Fix upside-down browser window capture on Windows" change can't possibly affect this test.

JankTracker was placed behind a REF with status: experimental in r562647.  Some of these graphs recovered, but others did not, so there may have been a different regression as well.

However it looks like the smoothness.tough_animation_cases benchmark no longer exists.  Should we close this bug?
