Expansion and collapse of error is not smooth

Chrome Version: 68.0.3439.0/ 68.0.3438.0
OS: Mac 10.13, Windows 10, Debian Rodete and ChromeOS

What steps will reproduce the problem?
(1) Launch Chrome.
(2) Navigate to chrome://extensions.
(3) Enable "Developer mode".
(4) Install any of the extensions. Eg.: Bad API Arguments Runtime Error, Bad API Permissions Runtime Error and Deep Stack
(5) Try to expand and collapse the error seen.

What is the expected result?
Expansion and collapse should be done smoothly.

What happens instead?
Expansion and collapse is not smooth and it seems to falter.

Note:
1. Attached the screen cast for reference.
2. Attached the sample extensions used.

Is there a reason for the RVG label? Can we remove?

Removing RVG label. Just marked RVG as it is related to Feature Testing.
