Regression : Unnecessary blue focus is seen on 'Learn More' link after clicking on 'Close' Icon in 'Google Play Terms of Service' window which available after 'You're signed in!' screen

What steps will reproduce the problem?
(1)Recover Build ->In Sign in Screen enter valid Email and Password ->After 'Please wait..' screen , 'You're signed in!' screen is seen  -> click on 'Accept and continue'
(2)Now 'Google Play Terms of Service' window is seen -> click 'Learn more' link(available after 'Google privacy policy' link)
(3)Now click on close Icon and observe unnecessary focus on 'Learn More' link
(Please refer video)

Expected: No such unnecessary focus should be seen on 'Learn More' link after clicking on Close Icon
Actual: Instead unnecessary focus  is seen on 'Learn More' link

This is Regression Issue as same is working fine in 68.0.3433.0/10689.0.0 dev-channel Reks

Status: WontFix (was: Assigned)
That is expected. When you click, focus is moved to this link. Once you close popup last active element is select. We have the same behavior for in-session optin and for oobe optin.
