Small changes in vp9 performance, possibly related to https://webrtc-review.googlesource.com/74705, deleting an unused frame reference (#23193), even if changes aren't noticable until the build after, #23194, a chromium roll (but without vp9 changes).

Sergey, can you have a look, and say if it's actionable?

I don't have explanation for these changes. I closed the ticket since all changes are positive (sender_time and encode_time decreased).
