OS: Mac(10.12.6, 10.13.1, 10.13.5).

Precondition: Enable “Emoji Context Menu” flag from chrome://flags

What steps will reproduce the problem?
1. Launch Chrome and navigate to a content editable text box (Ex: Gmail Compose window, Hangouts, http://rot13.com/).
2. Right click on content editable text box and select ‘Emoji Symbols’ option from context menu (Emoji picker window will open).
3. Now hover the mouse pointer on ‘Expanded view icon’ on the top right corner of the emoji picker window and observe.

Actual: Tooltip doesn’t appear for ‘Expanded view icon’ on emoji picker window.
Expected: Tooltip should appear for ‘Expanded view icon’ on emoji picker window. 

This is a Mac specific non-regression issue, seen from M-67 series as ‘Context Menu Magic - Fast Access to Emojis’ feature is introduced from build # 67.0.3389.0

NOTE:  This issue is not reproducible on Win(7,8,8.1,10) &  Linux (14.04 LTS).
