Scrolling down has excessively long stops where scrolling does nothing

Issue description

Chrome Version: 68.0.3438.3, #68.0.3432.3, #67.0.3396.56 and  #66.0.3359.181
OS: Win 10, Mac 10.13.3 and Linux Debian

What steps will reproduce the problem?
1. Launch Browser
2. Navigate to https://chrome.sandbox.google.com/chrome/

What is the expected result?
Scroll should be quick and smooth.

What happens instead?
Instead scroll has the long way to reach bottom of the page

This seems to be a Non-Regression issue as same behavior is since M60.

This is not a bug in Chrome but rather the website doing nothing on scroll for a long period of time. Is crbug.com the right place to track it?
Status: WontFix (was: Untriaged)
Since its not a chrome bug we can track in buganizer were it was originally filed.
