What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/
(2)Right click on search field > Spellcheck > Ask google for suggestion 
(3)Right click on overlay > 'move' the overlay and again right click to open context menu,observe.

Actual: Alt text appears chopped in context menu of 'Ask google for suggestion' overlay.

Expected: Alt text should appear properly in context menu of 'Ask google for suggestion' overlay

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note: 
1.Issue not seen on Mac(10.12.6, 10.13.1, 10.13.5) & Linux(14.04 LTS) OS
2.Issue is also observed on Canary #68.0.3439.0, Beta #67.0.3396.56 and Stable #66.0.3359.181 builds.
