Regression: No space is seen between header and overlay info on chrome://settings page.

Issue descriptionChrome Version: 68.0.3439.0 (Official Build) Revision 1666e272389d5933c9d96ce25114aa327dfb9233-refs/branch-heads/3439@{#1} (32/64 Bit) OS: Win(7,8,8.1,10) and Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://settings/reset 2. Click on sub-page arrow button and observe the Reset Settings overlay. Actual Result: No space is seen between header and overlay info Expected Result: proper spacing should be seen. This is a regression issue, broken in M-68 series, and will soon update other info: Good Build:68.0.3438.0 Bad Build: 68.0.3439.0 Note: Issue is seen for all overlays on chrome://settings/
