Perf bots should target "google" or "aosp" flavor as needed |

Issue descriptionThanks to Ben's work on issue 843516, we can now target "device_os_flavor" as a bot dimension. On the current perf waterfall we should target: - "aosp" for all WebView bots; - "google" for all the rest. Bots on the new config (I think) should all target "google". Ned, could you help finding an owner for this issue?
