Admin configured trust roots don't show up in chrome://settings

Issue description

Chrome Version: 68 canary

What steps will reproduce the problem?
(1) Configure a local trust root via policy (there's already a "cacert.org" entry in managedchrome.com)
(2) Verify that the cert is applied by visiting the login page on cacert.org
(3) Try to find the cert in chrome://settings

What is the expected result?
* "Manage certificates" should have the office building next to it
* Clicking through that, "Authorities should have the icon next to it"
* Clicking through that, the configured trust root should show in the list, again with the icon next to it

What happens instead?
No indication of the trust root can be seen in settings.
