Regression: Unable to scroll vertical scrollbar using middle mouse wheel in chrome://extensions/

Chrome Version: 68.0.3438.3 (Official Build)Revision afd1806837c9d50e92124fb7456f12611681e652-refs/branch-heads/3438@{#6} 32/64-bit 
OS: Windows(7, 8, 8.1, 10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://extensions/
(2)Click on 'details' button of any extension and zoom in the page to 200% and above
(3)Now scroll the vertical scroll using middle mouse wheel on scrollbar area and observe.

Actual: Unable to scroll vertical scrollbar using middle mouse wheel. 

Expected: Should be able to scroll vertical scrollbar using middle mouse wheel.

This is a regression issue broken in 'M68' and below is the manual regression range
Good Build: 68.0.3429.0 (Revision:558150)
Bad Build:  68.0.3430.0 (Revision:558173)

Note: Issue not seen on Mac(10.12.6, 10.13.1, 10.13.5) & Linux(14.04 LTS) OS
