Remove [Native] structs from service workers

Currently we have four [Native] structs in service worker directories.
- ServiceWorkerResponse
- PlatformNotificationData
- PushEventPayload
- ServiceWorkerResponse

We can remove them and add mojo types for them as a cleanup for the mojofication.
