What steps will reproduce the problem?
1. open any website and 
2. press f12 to open developer tools, 
3. refreshing the page will occur this problem
4) OR switching to device toolbar and then refreshing page

What is the expected result?
the body tag in developer tool collapse, inspecting element will not open body tag tree. click arrow to open tag will not work either. this can happen at any number of refresh.

What happens instead of that?
it will work normally sometimes.

possible.
after some times I realized, instead of refreshing page several times, I can also do this :
1) close developer tool
2) open again
