'RELAUNCH NOW' bar gets triggered even when drop-down options are not changed on chrome://flags

Chrome Version : 68.0.3438.3 (Official Build) afd1806837c9d50e92124fb7456f12611681e652-refs/branch-heads/3438@{#6} 32/64-bit
OS : Windows(7, 8, 8.1, 10), Mac(10.12.6, 10.13.1, 10.13.5), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://flags/#unsafely-treat-insecure-origin-as-secure
2. Click inside textbox provided below the flag, hit 'Spacebar' key and click anywhere outside the textbox.
3. Observe the 'RELAUNCH NOW' bar at the bottom.

Actual Result : 'RELAUNCH NOW' bar gets triggered even when drop-down options are not changed.

Expected Result : 'RELAUNCH NOW' bar should only be seen when drop-down options are Enabled/Disabled.

This is a non-regression issue seen from M-68 series, since this is the new implementation introduced in build #68.0.3438.0

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
