Popup menus from Crostini display on top of other windows and lock screen

Issue description

Chrome Version: 68.0.3422.0
OS: 10652.0.0-18.05.06

What steps will reproduce the problem?
(1) Open a popup menu in Crostini (e.g. Gnome-terminal, GIMP top menu)
(2) Lock the screen or switch to another window that overlaps with the area of the screen that the popup menu occupies.

What is the expected result?
The popup menu either closes when focus changes or is shown behind the new top window.

What happens instead?
The menu shows above the other window (or lock screen).

Good point, I've also seen issues where pop-up menus show on top of other windows if you Alt-Tab.

This is expected. Popups should be above other windows but they should be dismissed when needed. We haven't implemented the correct dismiss logic in exo yet but this will be fixed as soon as we do.
