Jaws does not announce the title of downloads bar.

Issue description

Version 68.0.3438.0 (Official Build) canary (64-bit)
Version 68.0.3432.3 (Official Build) dev (64-bit)	
JAWS Version 2018.1805.33 ILM
NVDA version 2018.1.1
Windows version 1709 (OS Build 16299.431) 

Steps:
1. Launch JAWS.
2. Launch any of above versions of chrome.
3. Navigate to any page with a download such as: https://www.google.com/chrome
4. Click download, then accept.
5. Press Shift + F6 to switch to download bar per verbalized prompt.
Expected: Jaws should announce ‘Downloads bar’, followed by the download in progress.
Actual: JAWS announces the file downloaded, but does not announce the  title of downloads bar.
Notes:
reproduces with JAWS, does not reproduce with NVDA.
Reproduces in Canary and Dev
