[Standalone] External site vr.with.in shows 2 pointers/reticles

Issue description

Chrome Version: 68.0.3437.0
OS: Daydream
Device: Lenovo standalone device

What steps will reproduce the problem?
*Flags gamepad extensions and webvr are enabled
(1) Go to https://vr.with.in/
(2) Click enter VR


What is the expected result? The controller pointer (reticle) should be the only pointer that appears.

What happens instead? The controller and another pointer (reticle) appears. One that is centered in the view and tied to user's head movement. (Similar to how cardboard pointer looks and behaves)

If you happen to enable the WebVR flag, the behavior gets a lot stranger, but I'm guessing we don't care.
