hide the rerun button if it is not a first-time failure

Project Member Reported by st...@chromium.org, May 23 2018

Issue description

Thanks for catching it! I thought the rerun finished instantly :(

This is not a first failure, I think that's why. I'll rerun the first failure and update this bug later.

Rerun of first failure is working.

Comment 5 by st...@chromium.org, May 24 2018

Status: Assigned (was: WontFix)
Summary: hide the rerun button if it is not a first-time failure (was: A forced rerun of compile analysis didn't run the tryjob)
Maybe we should hide the rerun button if it is not a first-time failure?
That way, we could avoid all the confusions.

So we should hide the rerun button if there is not first failure (consider tests).

I'll do the change.
