What steps will reproduce the problem?
(1) Sign in on a managed Chrome user
(2) Set the policy UserNativePrintersAllowed to false
(1) Go to Settings->Printers 
(2) Enable ChromeVox
(3) Scan through the page's elements using ChromeVox

Note that this is just an example case, this issue seems to arise with any of the "cr-policy-pref-indicator" icons.

What is the expected result?
The "Enterprise Icon" should be reached using ChromeVox navigation, and the hover-text from the icon should be read out.

What happens instead?
The ChromeVox briefly focuses on the icon before jumping past and focusing on an empty rectangle.
