fieldtrial_testing_config.json missing ChromeCleanupDistribution feature

fieldtrial_testing_config.json still contains an entry for the old DownloadCleanupToolByBitness and ExperimentalSwReporterEngine features, which are no longer referenced in the code. It should have an entry for the current ChromeCleanupDistribution feature.
