A11y: Index of options in the combobox adjacent to the shortcuts is not announced by JAWS and NVDA

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3437.2 Safari/537.36

Steps to reproduce the problem:
1. Install a chrome extension that contains a few configured keyboard shortcuts
2. Open chrome://extensions/shortcuts
3. Turn on NVDA in scenario 1 and then JAWS in scenario 2
4. Navigate to the combobox adjacent to any of the shortcuts and press enter
4. Use the up and down arrow keys to navigate to the options "In Chrome" and "Global"
5. Observe that both scenarios JAWS and NVDA fail to announce the index of any of the options

What is the expected behavior?
The index of the options should be announced.
Ex: "In chrome 1 of 2", "Global 2 of 2"

What went wrong?
Index is not announced by ATs (NVDA & JAWS)

Able to reproduce this  issue 68 .0.3437.2 and latest canary 68.0.3438.3 using Windows 10 with steps mentioned in comment#0.

This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged.
