Can't change flags in chrome://flags |

Issue descriptionChrome Version: 68.0.3438.0 OS: Win10 (not sure about the component, filing to WebUI) What steps will reproduce the problem? (1) Navigate to chrome://flags (2) Try to change the value of any flag What is the expected result? It should show a dropdown to select a value for the flag. What happens instead? A dropdown is not shown. In fact, it looks like something was rendered where the dropdown was supposed to be shown, since the element for the following flag on the list is not shown.

bisect result: https://chromium.googlesource.com/chromium/src/+log/65421f69a6e0e69991c3d6521f98efa8647b547f..43cff3330cfafb88ae82d769b5d8b5e902fad801 I tried locally reverting https://chromium.googlesource.com/chromium/src/+/0d7d74584f957455326b334f3476be4720b70353 and the issue went away.
