Allow for more granular scaling options for Display Scaling

Issue description

Chrome Version       : 67.0.3396.49
OS Version: 10575.40.0
Device: Pixelbook/Eve


In Display Scaling options, the current increments of 15% (e.g., 100%, 85%, 70%) are too large of a jump in scale on a display as small as Pixelbook.

100% is a tad too large and sacrifices a bit too much display area for the shelf, while 85% makes text very difficult to read. Moving to 5% increments would be ideal, but even 10% would likely be great as well. Please consider adding more granularity to the options.

Wanted to jump back in and say the change to 10% increments has been great, and 90% is pretty much perfect. Thank you very much for responding to feedback.
