[NTP] Only one default Tile is shown on NTP with a fresh Profile |

Issue descriptionChrome Version: 68.0.3438.0 Canary OS: macOS 10.13.4 What steps will reproduce the problem? (1) Create a fresh Chrome Profile (2) Open a NTP (3) What is the expected result? Two default Tiles. Welcome and Webstore. What happens instead? Only one tile (Webstore) is shown This is regression. Screenshots are attached. Thanks Mehmet

mehmet@ Thanks for the issue Able to reproduce this issue on Windows 10, Mac OS 10.13.3, Ubuntu 14.04 on the latest Canary 68.0.3438.3 and latest Beta 67.0.3396.56 as per the original comment. Bisect Information: =================== Good Build: 67.0.3396.11 Bad Build : 67.0.3396.12 As this is a regression in branch builds, unable to run the per-revision bisect script.
