Monitor and report errors while fetching data from bigquery for flake detection |

Issue description
detect_flakes.QueryAndStoreFlakes()
return {'return_code': 200}
Currently, flake detection ignores the errors of fetching bigquery data and always returns 200. This is fine for MVP prototype, but needs to be fixed eventually.
