Unit test failure in ap-infra: "leaked mock object"

Issue description
This CQ run failed:
https://uberchromegw.corp.google.com/i/chromeos/builders/master-paladin/builds/18683
Because of a failure on gale-paladin:
https://luci-milo.appspot.com/buildbot/chromeos/gale-paladin/6135
The failure was a unit test failure in the chromeos-base/ap-infra package.
This appears to be the relevant error message:
ap-infra-0.0.1-r958: ERROR: 1 leaked mock object found at program exit.
Looking at the blamelist, there's nothing there that could plausibly
trigger this failure, so: Bug in ToT.
This problem belongs to the Jetstream team, but I don't know what component
to use.
P1, because if it keeps failing, we'll have to take immediate action.
