Non-Regression : Drop down of User is not getting closed after clicking on 'Tab' button in Sign out screen

Issue description

Chrome Version:  67.0.3396.57/10575.47.0 beta-channel  Daisy,Candy and Reks
OS: Chrome

Pre-Condition : Sign into 2 users

What steps will reproduce the problem?
(1)In sign out screen press 'Tab' button until focus reaches second user Drop down -> now click on 'Enter'
(2) Press Tab' button , then focus is seen 'Remove this user' option ->  click on 'Enter' from keyboard -> observe information of 'Remove this user' is seen and tab focus is on option
(3)Now again press 'Tab' and observe focus is seen on 'Uber Tray' and on 'Password field' -> try to enter password and observe drop down is not getting closed
(Please refer video)

Expected: Drop down should get closed when tab focus is on  'Uber Tray'
Actual: Instead drop down is not getting closed

This is Non-Regression Issue seen from M-62

@jdufault: Please confirm the issue

Note : Issue is also seen on M-68

I think this is already be fixed by: https://chromium-review.googlesource.com/c/chromium/src/+/1028553

so restoring issue status to 'Fixed' as per comment #5 & #6
