What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Press 'Esc' key to open console drawer and click on iron icon and select 'Remote devices'
3. Now click on 'Add rule' button and drag devtools window to RHS and observe 'Device port' and 'Local Address' text box
 
Actual: Text box overlaps with each other and no gap is seen between them
Expected: Gap should be seen between text boxes and they shouldn't overlap.

This is regression issue, broken in ‘M 61’ and below is the bisect info :
Good build: 61.0.3122.0  (Revision: 477125).
Bad build: 61.0.3123.0 (Revision: 477506).

You are probably looking for a change made after 477194 (known good), but no later than 477195 (first known bad).
