[DevTools] Tooltip doesn’t get dismissed on scrolling the page using mouse wheel under Audits section.

Chrome Version: 68.0.3438.0 (Official Build)Revision 92f33534f404595554fb708537b29568da70f384-refs/branch-heads/3438@{#1} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and go to Audits section.
2. Hover the mouse pointer on ‘Devices’ drop-down list to appear tooltip.
3. Now scroll down the page using mouse wheel and observe.

Actual: Tooltip doesn’t get dismissed on scrolling the page using mouse wheel.
Expected: Tooltip should get dismissed on scrolling the page using mouse wheel.

This is a non-regression issue, seen from M-68 series as Audits2 UI is introduced from build # 68.0.3434.0
