Regression:Focus stays on previous icons even after pressing 'tab' key in omnibox.

Issue description

Chrome Version:68.0.3438.0 (Official Build)Revision 92f33534f404595554fb708537b29568da70f384-refs/branch-heads/3438@{#1} (32/64-bit)
OS: Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://twitter.com/ , login with valid credentials such that key icon with password bubble appears
(2)Right click on page > click 'Translate to english' such that translate bubble is seen in omnibox
(3)Now press 'f6' key > click tab key such that focus traverse through the icon present in omnibox,observe.

Actual: Focus stays on previous icons even after pressing 'tab' key.

Expected: Focus should traverse to next element once 'tab' key is pressed.

This is a regression issue broken in 'M68' and below is the manual regression range
Good Build: 68.0.3432.0(Revision:558915) 
Bad Build:  68.0.3433.0(Revision:559327)

Note: Issue not seen on Mac(10.12.6, 10.13.1, 10.13.5) OS
