On a multi-monitor setup, the tabstrip is cut off when tab is pulled from one monitor to other

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Have a multi-monitor setup with a window open with bunch of tabs open
2. Drag a tab from the window from one monitor to the other
3. 

What is the expected behavior?
the window and the tab is rendered properly

What went wrong?
The tab strip is cut almost 99%, cant see the UI for closing tab

Did this work before? Yes 

Chrome version: 66.0.3359.181  Channel: stable
OS Version: OS X 10.13.4
Flash Version: 

A workaround is to toggle the bookmark bar - it re-renders the tab strip correctly

Thanks for the report. This will be fixed in Chrome 67.
