'Update credit card upload' prompt is not seen after sign into chrome.

Issue description

Chrome version : 67.0.3396.56 (Official Build) eff3e3f46cf53019f8f43c3d4678e87fa7086fb8-refs/branch-heads/3396@{#682} (32/64-bit) 
OS : Mac(10.12.6 , 10.13.1 , 10.13.5) ,Win(10) and Linux(14.04 LTS) OS 

Preconditions:
1. Sign into chrome with valid credentials and wait for sync to start.
2. Enable "enable-autofill-credit-card-upload" and 'Enable-autofill-credit-card-upload-update-prompt-explanation' both flags from chrome://flags.

Steps to reproduce:
1. Launch chrome and navigate to 'https://dump-truck.appspot.com/usecase-address_then_cc_text_with_suburb/cc.html' site.
2. Click on 'Fill with default values' button and click on 'Submit' button.
3. Observe 'update prompt and legal messages for credit card upload' prompt. 

Actual Result: 'Update credit card upload' prompt is not seen after sign into chrome.
Expected Result: 'Update credit card upload' prompt should be seen after sign into chrome.
 
This is a Non-regression issue seen from 'M67' 
 
Note: Issue is not seen on other Win(7,8,8.1) OS

This issue has inconsistency in reproducing the issue as per the steps mentioned above

This issue looks to be as same as issue 839796, which was fixed.

Assigning to @jsaul for further updates on this issue from issue 839796

@jsaul: Could you please take a look at this and help and also confirm is this issue has any Corp account dependency?

Hi Sandeep and Pranjali,

A few things here, please investigate and reassign once done:
* The video does not show chrome://settings/autofill, so I can't tell if there are addresses saved or a duplicate credit card.  If there are, please remove them before testing.
* I don't know where that link in step 1 came from, but it's not one you'll want to use.  Use https://dump-truck.appspot.com/usecase-address_and_cc_on_same_page/address_and_cc.html instead, as that creates an address.
* There's no corp account dependency, however, non-Google-based accounts won't offer Upstream (so @google.com, @gmail.com, @chromium.org only).  If the user is signed in with @etouch.net as the bug reporter is, only local credit card save will ever be offered.

Rechecked the above issue on latest Beta build #67.0.3396.56 using steps given above(i.e in comment#2). Update credit prompt appears using given URL: https://dump-truck.appspot.com/usecase-address_and_cc_on_same_page/address_and_cc.html

Cool, I think perhaps it was an address issue due to using the wrong starting page, then.  I'll close this bug, but please feel free to reopen if you continue to encounter problems!  Thanks.
