Handle SetDraggableArea errors in IME

According to https://chromium-review.googlesource.com/c/chromium/src/+/994497 , we still need to be able to handle errors from SetDraggableArea in IME.

It seems like IME may make valid calls to SetDraggableArea, but SetDraggableArea returns an error that raises an exception in IME.
